Quality of Inmate Chess Players

It's actually quite high.  There's a lot of chess being played on a daily basis at the facility I volunteer in. At least that's my experience with the inmates at the St. Johnsbury Work Camp. I would estimate that the best players there are at the 1300 to 1400 Elo level. I hope to run a four week Swiss tournament starting in a couple of weeks. Stay tuned for games and analysis.
